The Historic 1994 Double Point Taxation Triumph 1994 வரலாற்று சிறப்புமிக்க இரட்டை முனை வரி நீக்க வெற்றி
In 1994, Tamil Nadu Chief Minister Late Dr. J. Jayalalitha introduced Double Point Taxation with the sole objective of increasing revenue to the state exchequer. While the trading fraternity wished to cooperate with the Tamil Nadu Government, compliance became practically impossible because the modality specified by the Department of Commercial Taxes pushed landing costs far beyond the Maximum Retail Price (MRP). Consequently, distributors were unable to collect tax from consumers, facing crippling insolvency.
Recognizing the mortal threat to thousands of small and medium business owners, Hony. Dr. P.M. Ganeshraam, then General Secretary of the TAMILNADU FMCG Distributors Association, Chennai, made an appeal to the Chief Minister and launched a statewide educational campaign, conducting intensive seminars across the length and breadth of Tamil Nadu.
When the Sales Tax Department served notices to countless distributors, Chennai stockists organized a peaceful protest followed by a courageous 3-day complete shutdown of consumer goods distribution. Simultaneously, Dr. P.M. Ganeshraam and a dedicated cohort of field organizers traveled through every district, creating town-level associations.
This grassroots mobilization culminated in the historic State-Level FMCG Distributors Conference held in Trichy on 7th July 1992, supported by the Trichy Consumer Products Distributors Association. Over 1,700 distributors from every corner of the state attended, unifying all local associations under one powerful state federation.
In August 1994, Chief Minister Late Dr. J. Jayalalitha invited State President R. Srinivasan and Gen. Secretary Dr. P.M. Ganeshraam for direct talks. Recognizing the genuine hardship of traders, the Chief Minister announced the total withdrawal of Double Point Taxes on 10th October 1994 with retrospective effect from 1st April 1994, permanently rescuing the distributors of Tamil Nadu.

பல்லாயிரக்கணக்கான சிறு, குறு விநியோகஸ்தர்களின் வாழ்வாதார ஆபத்தை உணர்ந்த சென்னை சங்க பொதுச்செயலாளர் டாக்டர் பி.எம். கணேஷ்ராம் அவர்கள், முதல்வருக்கு கோரிக்கை வைத்து மாநிலம் முழுவதும் விழிப்புணர்வு கருத்தரங்குகளைத் தொடங்கினார்.
வணிக வரித்துறை நோட்டீஸ் அனுப்பியபோது, அமைதிப் பேரணியுடன் 3 நாட்கள் முழு விநியோக நிறுத்தப் போராட்டத்தை துணிச்சலுடன் முன்னெடுத்தனர். அதே சமயம் அனைத்து மாவட்டங்களிலும் நகர அளவிலான சங்கங்களை ஒருங்கிணைத்தனர்.
இப்போராட்டத்தின் உச்சமாக, 1992 ஜூலை 7 அன்று திருச்சியில் நடைபெற்ற மாநில மாநாட்டில் 1,700-க்கும் மேற்பட்ட விநியோகஸ்தர்கள் பங்கேற்று மாநில தலைமை கூட்டமைப்பை உருவாக்கினர்.
1994 ஆகஸ்டில் முதல்வர் ஜெயலலிதா அவர்கள் மாநிலத் தலைவர் ஆர். சீனிவாசன் மற்றும் பொதுச்செயலாளர் டாக்டர் பி.எம். கணேஷ்ராம் ஆகியோரை நேரில் அழைத்து பேச்சுவார்த்தை நடத்தினார். வியாபாரிகளின் நியாயத்தை உணர்ந்த முதல்வர், 1994 அக்டோபர் 10 அன்று இரட்டை முனை வரியை 1-4-1994 முதல் முன் தேதியிட்டு முழுமையாக ரத்து செய்து வரலாற்று சிறப்புமிக்க உத்தரவைப் பிறப்பித்தார்.
